A police car in Xinjiang was stopped by a toll booth to pay tolls while rescuing people, sparking a dispute
August 6, 2012 “People’s Daily Online”: At about 1:00 am on August 2, a car accident occurred near the wind power station on the Tuwu-Dalian Highway. A car had a flat tire and collided with a truck. Five people were on board. Injured, the special police drove a police car to take the injured to the hospital. When they passed the Chaiwopu toll station on the way, they had a dispute with the toll collector over whether to pay the toll.
The injured passenger, Mr. Sun, said that there were 5 people in the car that night, traveling from Turpan to Urumqi. When the car was driving near the wind power station on the Tuwu-Dalian high-grade highway, the tires of the car blew out, and then hit the rear of a large truck in front. Five people were injured to varying degrees. He immediately called the police and dialed 120.
Seeing this, a kind-hearted driver asked the special police on duty ahead for help, and the special police immediately drove to the scene and sent the injured to the hospital. When passing through the Chaiwopu toll station, the special police and the toll collector had a dispute over whether to pay the toll, and the police car was once stuck for about two or three minutes.
“At that time, our car had its siren and lights flashing. Some of the injured had fainted. The situation was very urgent, but the toll collector insisted that they would not let them go without paying. Everyone was in a stalemate for a few minutes about the toll.” A special police officer said that they paid the toll because they were worried about the accident of the injured, but fortunately the injured received timely treatment. Family members of the injured.
Mr. Sun said that he personally thinks that police cars should be exempted from tolls during their official duties, not to mention that the police cars were pulling wounded people who were in urgent need of treatment. “I hope the toll collectors can be more humane when collecting tolls.”
The reporter randomly interviewed 30 citizens on the street, and most of them said that saving lives is the first priority, money is secondary, and police cars should be exempt from tolls for saving lives. A small number of citizens said that in view of the current situation of “private use of public vehicles”, it is also appropriate for the toll collectors to collect tolls.
On August 5, the reporter came to the Chaiwopu Toll Station of the Urumqi Highway Administration Bureau. A staff member said that because the police car did not issue a certificate of exempting tolls at the time, a toll was required according to the regulations.
According to a person in charge of the toll station, according to relevant national regulations, only military vehicles, 120 emergency vehicles, and standard police vehicles of the public security in the jurisdiction can be exempted from paying tolls. Since the police car is within the jurisdiction of Wulabo and not within the jurisdiction of Chaiwopu, it should be charged.
“From the perspective of humanity, if the police car can notify the toll station in advance that there is a task to be performed, the toll can also be exempted.” The person in charge said that there is currently a phenomenon of “private use of public vehicles”, which has led to the toll station also having its own toll. I hope that the general public will understand.
