2012年度，鹤峰县看守所在县局党委的领导和上级业务部门的指导下，按照“两保一稳”的工作思路，紧紧围绕监所安全这个中心，突出教育转化这一主题，持续推进勤务模式科学化、执法行为规范化、监管信息动态化、队伍建设正规化、监督制约制度化、内部管理标准化的“六化”建设。
一、本所人员构成情况
所领导4人（含拘留所长1人）民警9人（1人长期病假），工人4人，协警6人，聘请医生1人。
二、2012年工作回顾
（一）截止2012年12月20日，鹤峰县看守所新收押522人(其中，刑事拘留173人，直接逮捕43人，寄押9人，行政拘留297人)，上年接转102人，出所519人（其中投送监狱29人，刑满释放58人，变更强制措施92人，寄押9人，行政司法拘留期满298人）。全年律事会见308人次，提讯、提解、提押1582人次、亲属会见467人次，接待来信来访送物群众和参与警示教育干部、职工、学生2000余人次。
（二）招录4名协警。8月中旬，县局党委为我所新招录的4名年轻监管协警到岗，缓解了警力不足，之后实行了新的勤务模式。教育、巡视监控、接待岗位完全分开，取消24小时大轮班制，实行8小时工作制。
三、完成的工作及主要措施
（一）抓好队伍管理，提升民警素质。年初学习我局召开的纪律作风整训会议精神；开展纪律作风整顿活动，进一步学习了《公安机关人民警察纪律条令》、“五条禁令”、《警车管理规定》、《公安机关人民警察内务条令》、《公安机关人民警察着装管理规定》等警纪警规；11月30日上午，看守所全体民警召开集中座谈讨论会，对副厅长尚武同志11月15日与全州公安民警的谈心讲话内容进行再学习再领会。
（二）规范执法活动，确保监所安全。进一步健全执法制度，制定《鹤峰县看守所执法执勤规范》、《鹤峰县看守目标管理办法》，明确各执法岗位的职责任务，规范执法执勤的基本行为。实现了监所安全“零事故”、民警队伍“零违纪”、监所执法“零过错”、在押人员“零死亡”工作目标。
（三）加强教育转化，深挖犯罪活动。看守所积极配合“破案会战”、“缉枪治爆”行动，充分利用监管优势，充分发挥第二战场主力军的作用，深挖犯罪线索、广辟逃犯线索来源。通过组建深挖专班，组织在押人员检举揭发，截止目前，该所提供有价值线索18余条，其中涉案枪支17支，涉案价值1万余元。
（四）抓好隐患整改，保障执法安全。看守所坚持召开每周狱情分析会，每月一次即每逢节假日前安全大检查，集中治理执法安全隐患。一是将监室床铺、门锁等列入重点检查项目，排除隐患；二是严格执行收押。坚持五项健康检查制度，对不符合收押条件坚决拒绝收押。三是对重点管控对象进行列管，并向相关办案单位报告情况，提请变更强制措施，截止目前我所已为8名在押人员变更强制措施，有效的防止了监所安全事故的发生。
四、当前监所安全管理面临的困难和问题
（一）监所押量上升与警力配比的矛盾。今年以来截至2012年12月10日，看守所新收押各类人员502人，比去年同期增加66人，加上管理流程日益规范和复杂，管教民警执行细化的勤务流程就显得比较困难，在全方位、精细化管理方面还存在不到位问题。
（二）监所医疗卫生标准要求越来越高。截至2012年12月10日，在押人员所内就医2100余人次，所外就医50人次。根据公安部、卫生部联合下发《看守所医疗机构设置基本标准》，小型看守所应配置至少医师2名、注册护士1名。
（三）少数民警对教育转化工作认识仍有偏差。部分管教民警受传统“重管轻教”的思想的影响，对“监管场所改造人”的职责与定位缺乏足够认识，教育转化工作仅仅停留在开展各种教育活动的层面，对被监管人员的心理矫正、社会帮教等工作开展不深。
五、来年工作打算
（一）强化监所管理，增强基础保障。安全是监所管理的头等大事。立足“早发现、早掌握、早控制”的工作目标，建立健全重点在押人员日排查机制。加强对监室内的违禁物品排查，确保在押人员的身体健康及监所安全。加强基础保障建设，特别是在技防上加大投入。
（二）健全狱侦措施，发挥协助作用。为了更好地配合办案部门掌握有效信息、深挖犯罪，有效规范和加强狱侦工作与办案部门协作，加强社会信息收集的力度、广度与深度，最大限度地发挥狱内侦察手段的优势和效能，全方位推进信息收集与共享工作。
（三）加强社会信息的收集，积极构建大情报体系。充分利用看守所、拘留所违法、犯罪人员信息库的资源，深挖违法犯罪人员、同案人员、社会关系人员信息，通过入所询问、管教谈话、家属会见、送钱送物人员登记等环节不断挖掘新的有效信息。

Review of work in 2012 (1) As of December 20, 2012, Hefeng County Detention Center had newly detained 522 people (including 173 criminally detained, 43 directly arrested, 9 detained, and 297 administratively detained), and 102 were transferred in the previous year, 519 people were released (including 29 people who were sent to prison, 58 people were released after serving their sentences, 92 people were changed to compulsory measures, 9 people were detained, and 298 people were under administrative and judicial detention). Throughout the year, legal affairs met 308 people, 1,582 people were arraigned, arraigned, and detained, and 467 people were met with relatives. More than 2,000 people received letters, visitors and people who sent things and participated in warning education cadres, employees, and students. (2) Recruit 4 assistant police officers. In mid-August, the county bureau party committee recruited 4 young supervisory police officers newly recruited by our institute, which alleviated the shortage of police force, and then implemented a new service model. The detention center actively cooperated with the “criminal case-solving battles” and “shooting guns and cracking down on explosions”, making full use of the advantages of supervision, giving full play to the role of the main force in the second battlefield, and digging out criminal clues and finding sources of clues for fugitives. By setting up a special digging class and organizing detainees to report and expose, so far, the institute has provided more than 18 valuable clues, including 17 guns involved in the case, with a value of more than 10,000 yuan. (4) Do a good job in the rectification of hidden dangers and ensure the safety of law enforcement. The detention center insists on holding weekly prison situation analysis meetings, and once a month, that is, a major safety inspection before holidays, to focus on managing hidden safety hazards in law enforcement. The first is to list the beds and door locks of the prison cells as key inspection items to eliminate hidden dangers; the second is to strictly enforce the detention. Adhere to the five-item health inspection system, and resolutely refuse to take custody if they do not meet the conditions for custody. The third is to list the key control objects, report the situation to the relevant case-handling units, and request to change the compulsory measures. Up to now, our institute has changed the compulsory measures for 8 detainees, which has effectively prevented the occurrence of security accidents in the prison. 4. Difficulties and problems faced by the current security management of prisons (1) The contradiction between the increase in the number of prisoners and the ratio of police force. Since this year as of December 10, 2012, the detention center has newly detained 502 persons of various types, an increase of 66 over the same period last year. In addition, the management process has become increasingly standardized and complex, and it is more difficult to discipline the police to implement the detailed service process. There are still problems in terms of orientation and refined management. (2) The medical and health standards of prisons are getting higher and higher. As of December 10, 2012, more than 2,100 detainees received medical treatment inside the facility and 50 outside the facility. According to the “Basic Standards for the Establishment of Medical Institutions in Detention Centers” jointly issued by the Ministry of Public Security and the Ministry of Health, small detention centers should be equipped with at least two doctors and one registered nurse. (3) A small number of policemen still have a biased understanding of the work of education transformation. Influenced by the traditional thinking of “emphasizing discipline and neglecting education”, some disciplinary police officers lack sufficient understanding of the responsibilities and orientation of “reforming people in supervised places”, and the education transformation work only stays at the level of carrying out various educational activities. Psychological correction and social assistance and education have not been carried out deeply. 5. Work plan for the coming year (1) Strengthen the management of prisons and strengthen basic guarantees. Safety is a top priority for prison management. Based on the work goal of “early detection, early mastery, and early control”, establish and improve the daily screening mechanism for key detainees. Strengthen the inspection of prohibited items in the prison to ensure the health of the detainees and the safety of the prison. Strengthen basic security construction, especially increase investment in technical defense. (2) Improve prison investigation measures and play an assisting role. In order to better cooperate with the case-handling department to grasp effective information, dig deep into the crime, effectively regulate and strengthen the cooperation between prison investigation work and the case-handling department, strengthen the intensity, breadth and depth of social information collection, and maximize the advantages and effectiveness of prison reconnaissance methods , to promote information collection and sharing in an all-round way. (3) Strengthen the collection of social information and actively build a large intelligence system.
