梁溯告诉《中国新闻周刊》，晋升慢，是促使他下定决心离职的直接原因。
2011年，梁溯被选调去北京团市委挂职。去团市委后，他发现很多别的单位过去挂职的，只有20多岁，但行政级别很多都是副处或正科了，且“仕途前景一片坦荡”。
“我那时已经30多岁了，还是副科。何况北京一中院还是个正局级单位。别的很多单位解决干部职级问题都很利索，我们单位就很难，因此那时感到特别失落。”
曾任上海市二中院执行局助理审判员的朱晓芳，在接受《中国新闻周刊》采访时，也提到了待遇低、晋升慢的苦恼。
1998年，23岁的朱晓芳大学毕业后，进入上海市第二中级人民法院工作。她称这份工作也是其“职业初恋”。进入法院后，她先后在刑庭、民庭工作过，离职前在上海二中院执行局工作了12年。
尽管已经提升为正科好几年了，但她仍是助理审判员。她说，在中级法院要晋升为审判员很难。因为中院受到行政级别影响，只要职称上晋升为审判员，就必须在行政级别上也提升到副处。而一个法院处级干部的比例受到严格限制。

Zhu Xiaofang, a former assistant judge of the Executive Bureau of the Shanghai No. 2 Intermediate People’s Court, also mentioned the distress of low pay and slow promotion in an interview with “China News Weekly”.
In 1998, 23-year-old Zhu Xiaofang entered the Shanghai No. 2 Intermediate People’s Court after graduating from university. She called the job her “first career love.” After entering the court, she worked in criminal court and civil court successively. Before leaving, she worked in the Executive Bureau of Shanghai No. 2 Intermediate Court for 12 years.
Although she has been promoted to Zhengke for several years, she is still an assistant judge. She said it was difficult to be promoted to a judge in the Intermediate Court. Because the intermediate court is affected by the administrative level, as long as the professional title is promoted to the judge, it must also be promoted to the deputy division at the administrative level. The proportion of a court division-level cadre is strictly limited.
