工作意见
局属各单位:
为规范执法示范单位创建工作,促进公安机关执法质量和执法水平的提高,全面推进执法规范化建设,根据公安部《关于创建执法示范单位的指导意见》和省厅《关于创建执法示范单位的实施意见》,现就我局创建执法示范单位工作提出以下意见:
一、指导思想
局属各执法单位要以科学发展观为统领,坚持依法治国基本方略,通过创建执法示范单位,树立执法 “标杆”, 依照上级公安机关的总体工作安排,紧紧围绕执法规范化建设的总体要求,结合实际,不断完善办案机制、强化执法监督等有力举措,积极有效地深入推进了执法规范化建设,明确执法工作的努力方向,以点带面,不断提高公安机关执法规范化水平。
二、工作要求
(一)提高认识,强化教育培训,严把“民警素质关”。
全县公安机关要进一步提高对创建执法示范单位工作重要意义的认识,将创建执法示范单位作为推动执法规范化建设的有力抓手,切实加强组织领导。特别是局属各单位一把手要从思想上提高认识,法制大队要加强指导、协调、监督创建工作,确保创建工作的顺利开展。县局将采取灵活多样的培训形式,狠抓经常性的岗位练兵,坚持不懈地对民警进行正规化、系统化培训。每年年初制定教育培训计划,采取聘请省内外专家、教授对全局民警进行法律法规、执法知识培训等业务培训授课,做到“每月一训,每训一天,每天一例”,形成县局集中培训与民警自学练兵相结合的练兵机制,不断提高广大民警的法律素养、执法办案能力和执法水平。此外,建立旁听法院庭审制度,经常性地组织民警到法院旁听庭审,把课堂搬进法庭,让办案民警面对面地接受律师的“挑刺”,亲身感受办案中的成败得失。
(二)完善规章制度,严把执法监督关,扎实推进创建工作。
全县公安机关要进一步加强和改进执法工作,扎扎实实创建执法示范单位,不断提高执法规范化水平。紧紧围绕执法办案各个环节和流程,研究制定具有“要点性、原则性、指导性”的执法基本要求和标准,指导民警正确执法、规范执法和高效执法,努力提高执法的规范化、专业化、标准化水平,切实形成以制度管人、管事的工作机制,完善、规范各项执法制度,改进执法方式、加强执法管理,不断加强和改进执法工作和队伍建设,提高执法质量。争取三年内创建全省县级公安机关执法示范单位。基层一线科、所、队要积极主动参与创建工作,从端正执法理念、完善执法制度上努力创建执法示范单位。争取每年要有一个基层一线科、所、队创建省、市级执法示范单位。每年必须坚持标准,从严把握,创建二个本县基层一线科、所、队执法示范单位。
(三)规范执法流程,严把“过程控制关”。
加强事前、事中、事后各个环节的监督把关,确保案件质量。将现代企业的流程(环节)控制管理运用到执法办案中,运用企业管理理念“生产”案件。用现代企业的绩效考核奖惩措施引进到执法质量考评中,实行个案评分奖惩制度,明确办案数量、质量与切身利益相结合的综合考评标准。为创建执法示范单位打下坚实的基础。

In order to standardize the establishment of law enforcement demonstration units, promote the improvement of law enforcement quality and law enforcement level of public security organs, and comprehensively promote the standardization of law enforcement, according to the Ministry of Public Security’s “Guiding Opinions on Establishing Law Enforcement Demonstration Units” and the Provincial Department’s “Implementation Opinions on Establishing Law Enforcement Demonstration Units” “, hereby put forward the following opinions on the establishment of law enforcement demonstration units by our bureau:
1. Guiding ideology
The law enforcement units affiliated to the bureau should take the scientific development concept as the guide, adhere to the basic strategy of governing the country according to law, set up a “benchmark” of law enforcement through the creation of law enforcement demonstration units, follow the overall work arrangement of the higher-level public security organs, and closely focus on the general requirements of the standardized construction of law enforcement. Combined with the reality, we have continuously improved the case handling mechanism, strengthened law enforcement supervision and other powerful measures, actively and effectively promoted the standardization of law enforcement, clarified the direction of law enforcement efforts, and continuously improved the standardization of law enforcement by public security organs.
2. Work requirements
(1) Raise awareness, strengthen education and training, and strictly control the “police quality”. The public security organs of the whole county should further improve their understanding of the significance of creating law enforcement demonstration units, take the establishment of law enforcement demonstration units as a powerful starting point to promote the standardization of law enforcement, and effectively strengthen organizational leadership. In particular, the leaders of the various units under the bureau should raise their awareness ideologically, and the legal brigade should strengthen guidance, coordination, and supervision of the creation work to ensure the smooth development of the creation work. The county bureau will adopt flexible and diverse training forms, pay close attention to regular post training, and unremittingly conduct regular and systematic training for the police. At the beginning of each year, an education and training plan is formulated, and experts and professors from inside and outside the province are hired to conduct business training and lectures on laws and regulations, law enforcement knowledge training and other business training for the overall police, so as to achieve “one training per month, one day per training, one case per day” to form centralized training for county bureaus The military training mechanism combined with the self-study training of the civilian police has continuously improved the legal literacy, law enforcement ability and law enforcement level of the police. In addition, establish a system of observing court trials, regularly organize police officers to attend court trials, move classrooms into courtrooms, and allow police handling cases to accept lawyers’ “challenges” face-to-face, and experience the successes and failures in handling cases.
(2) Improve the rules and regulations, strictly control the supervision of law enforcement, and solidly promote the creation work. The county’s public security organs should further strengthen and improve law enforcement work, solidly create law enforcement demonstration units, and continuously improve the standardization of law enforcement. Focusing closely on the various links and processes of law enforcement and handling cases, research and formulate basic requirements and standards for law enforcement with “points, principles, and guidance” to guide the police in correct, standardized, and efficient law enforcement, and strive to improve the standardization, specialization, and efficiency of law enforcement. Standardize the level, effectively form a working mechanism that manages people and affairs by system, improve and standardize various law enforcement systems, improve law enforcement methods, strengthen law enforcement management, continuously strengthen and improve law enforcement work and team building, and improve law enforcement quality. Strive to create a law enforcement demonstration unit of the county-level public security organs in the whole province within three years. Grass-roots front-line departments, institutes, and teams must actively participate in the creation work, and strive to create law enforcement demonstration units from the perspective of correcting law enforcement concepts and improving law enforcement systems. Strive to have a grassroots first-line department, institute, and team create a provincial and municipal law enforcement demonstration unit every year. Every year, we must adhere to the standard, strictly grasp it, and create two grassroots law enforcement demonstration units of the first-line departments, institutes, and teams in the county.
(3) Standardize the law enforcement process and strictly control the “process control”. Strengthen the supervision and control of all links before, during and after the event to ensure the quality of cases. Apply the process (link) control management of modern enterprises to law enforcement and case handling, and use enterprise management concepts to “produce” cases. Introduce the performance appraisal reward and punishment measures of modern enterprises into the quality evaluation of law enforcement, implement the individual case scoring reward and punishment system, and clarify the comprehensive evaluation standards that combine the quantity, quality and vital interests of the cases handled. Lay a solid foundation for the creation of law enforcement demonstration units.
