关于举办迪庆州公安机关技侦
联络员培训班的通知
各县公安局政工监督室、州局相关部门：
为进一步贯彻落实《云南省公安厅推进全省公安技侦工作创新发展的意见》及迪庆州公安局《关于建立迪庆州公安技侦联络员制度的实施意见》，促进技侦工作更好服务于公安机关管理创新和公安侦查工作，经研究决定，由州局技术侦察支队负责举办一期迪庆州公安机关技侦联络员培训班，现将有关事项通知如下：
一、培训目的
通过培训使技侦联络员了解技侦手段，能结合案情提出使用技术手段的建议；能对拟使用技术手段的案件进行初步审查，能熟练办理呈批手续；能提供现场数据供技侦分析；能与技侦办案人员共同分析案情，研究对策。同时通过培训进一步加强技侦联络员的保密意识。
二、培训内容
技侦发展概况、技侦手段基本知识、技侦政策规定、技侦联络员的工作职责、技侦呈批手续中各类表格的规范填写、电信数据查询快捷服务的有关操作要求、工模手机介绍及应用、无线通信系统基站基础知识、重大案件通讯数据模糊分析、保密纪律教育。
三、培训时间
2011年4月26日至27日。
四、培训地点
迪庆州公安局五楼会议室。
五、培训对象
州公安局刑侦、经侦、禁毒、国保技侦联络员，香格里拉县、德钦县、维西县、开发区直属公安局技侦联络员共19名，具体名单附后。
六、培训要求
1、参训人员请于25日下午到州局技术侦察支队综合科报到，报到时请携带警务通及USB连接线，以便安装工模软件。
2、参训学员请携带警用制式春秋常服（不带警帽）、便装。培训期间，统一着制式警服，确保警容严整，休息外出着便装。学员严禁携带枪支。

Notice of Liaison Training Course
The political work supervision office of the public security bureau of each county, and the relevant departments of the state bureau:
In order to further implement the “Opinions of the Yunnan Provincial Public Security Department to Promote the Innovation and Development of Public Security Technical Investigation Work in the Province” and the “Implementation Opinions on Establishing the Diqing Public Security Technical Investigation Liaison System” of the Diqing Prefecture Public Security Bureau, and promote better technical investigation work To serve the management innovation of public security organs and public security investigation work, after research and decision, the technical investigation detachment of the State Bureau is responsible for holding a training course for technical investigation liaison officers of public security organs in Diqing Prefecture. The relevant matters are hereby notified as follows:
1. Purpose of training
Through training, the technical investigation liaison officers can understand the technical investigation methods, and can put forward suggestions on the use of technical means in combination with the case; they can conduct a preliminary review of the cases where technical means are to be used, and can handle the approval procedures proficiently; they can provide on-site data for technical investigation analysis; Able to analyze the case and study countermeasures with technical investigators. At the same time, the confidentiality awareness of technical investigation liaison officers will be further strengthened through training.
2. Training content
Overview of technical investigation development, basic knowledge of technical investigation methods, technical investigation policy regulations, job responsibilities of technical investigation liaison officers, standard filling of various forms in technical investigation approval procedures, relevant operating requirements for fast telecommunications data query services, mobile phones for molds Introduction and application, basic knowledge of wireless communication system base stations, fuzzy analysis of communication data in major cases, education on confidentiality and discipline.
3. Training time
April 26-27, 2011.
4. Training location
Conference room on the fifth floor of the Diqing Prefecture Public Security Bureau.
5. Training Objects
There are 19 liaison officers for criminal investigation, economic investigation, drug control, and national security technical investigation of the State Public Security Bureau, and 19 technical investigation liaison officers for the public security bureaus directly under Shangri-La County, Deqin County, Weixi County, and Development Zone. The list is attached.
6. Training Requirements
1. Participants should report to the Comprehensive Section of the Technical Reconnaissance Detachment of the State Bureau on the afternoon of the 25th. When reporting, please bring the Police Pass and USB cable to install the tooling software.
2. Trainees are required to bring police standard spring and autumn uniforms (without police caps) and casual clothes. During the training period, the standard police uniforms were unified to ensure a strict police appearance, and casual clothes were worn when going out for breaks. Students are strictly prohibited from carrying firearms.
